Do you think documentary filmmakers have a duty to inform audiences when they stage scenes?

I do not think filmmakers should do that. If they do, they take away the viewing experience and people do not want to be aware of this. They want to enjoy what they are watching. Exciting scenes are enjoyable, and filmmakers should not ruin it by admitting that a certain part is staged.

I think knowing that a scene is staged would definitely affect the way we view a documentary. It would make our experience worse, as I said.
