I have a theory. I think the government is bringing in Chinese police officers so that they can crack down on violent people in the streets, violent minorities, and the mentally ill on the streets, possibly using violent methods.
Public safety is deteriorating quite a bit, so if the police beat up a rampaging knife-wielding madman in the street, the government can point to the Chinese, saying it was their doing.
Which I think is a very creative (in a sneaky way) but a really alarming and of course, wrong solution at the same time. Furthermore, the use of a large number of Chinese police officers could also be for suppressing a potential civil war. A quiet public safety organization might be in the works?
