There should be imposing strict penalties on individuals who walk their dogs without a leash

I read on Naphíre that on the evening of June 19th, in front of a store in Szeged, a dog had attacked a 15-year-old boy, causing severe injuries requiring more than eight days to heal. According to reports, a man was walking the dog, allowing it to freely and easily assault the boy.

Walking a dog without a leash can pose significant risks and should not be taken lightly. There are several dangers associated with this careless behavior that need to be addressed. Firstly, an unleashed dog can easily approach and potentially attack other animals or individuals, causing harm and instilling fear. This can lead to serious injuries and traumatic experiences for both the victims and the unleashed dog itself.

Moreover, an uncontrolled dog may run into traffic, increasing the likelihood of accidents and putting both the dog and others in danger. Traffic-related incidents involving unleashed dogs can result in severe injuries or even fatalities, emphasizing the gravity of the situation.

It is essential for responsible pet owners to understand the importance of leash laws and adhere to them for the safety and well-being of all. The implementation of strict penalties and punishments for those who disregard leash laws can serve as a deterrent and encourage responsible dog ownership.

These people must be held accountable for walking their dogs without a leash. I do not understand why these people do not care the risks they are taking. No, their dog is not reliable and not harmless.
